The application of the Franco-Libyan tax treaty

The double taxation treaty between Libya and France came into force on 1 January 2009. It is the first tax treaty Libya has signed with a western country. Many French businesses are present in Libya, and the commercial links between the two countries are constantly growing. The tax systems of the two countries are different, and Libyan and French businesses are taking a certain interest in the tax linkage, which may enable them to strengthen their business relationships.Practical issues arise over the application of the treaty and over its interpretation.

Consequently, CMS Bureau Francis Lefebvre, the Franco-Libyan Chamber of Commerce and Sultan Accounting Auditing and Tax Consulting wished to organise a conference on the subject, with the sponsorship of the Libyan Union of Chambers of Commerce, Industry and Agriculture. The conference will take place in Tripoli, with the participation of the Libyan tax authorities.
