The European Union enlargement toward East of Europe and the
transition of all of the countries in the region to market economies has created major opportunities: Central and Eastern European countries have seen growth rates ranging generally from 4% to 8%; their manpower costs continue to be lower than in neighbouring Western European countries; the withdrawal of specific benefits for some activities has been replaced by a general decrease of taxation rates.
However, these benefits must not hide the existence of actual risks. For example, some former legislation and administrative practices continue to apply, and judges and members of regulatory bodies lack training and experience to implement new rules.
